Safety and quality are increasingly central to health system re-design and to ensuring good patient outcomes.

Health Policy Analysis’ relationship with the Australian Commission on Safety and Quality in Health Care has deepened with each succeeding project we have undertaken with the Commission. Our work on designing the ‘Chartbook’ for the NSW Clinical Excellence Commission has lived on through various incarnations and is now a key CEC portal. We have considerable expertise in core hospital based and other outcome indicators.

In 2009, Australian Health Ministers endorsed the recommendation by the ACSQHC for core sets of indicators of safety and quality, one set of which was hospital-level outcome indicators for supportive feedback and routine review at jurisdictional and facility level. From 2012 onwards, Health Policy Analysis has been engaged by ACSQHC to undertake multiple projects relating to CHBOI. Read More

Development of a detailed specification for the Practice Level Indicators in Primary Care – Australian Commission on Safety and Quality in Health Care, 2012-2014

The Commission engaged Health Policy Analysis to develop detailed specifications for the 35 indicators they had previously identified as practice level indicators of safety and quality for primary care. Health Policy Analysis undertook wide-ranging research, including peer reviewed and ‘grey’ literature to develop these specifications and the Commission will be making these available to primary care organisations for implementation on a voluntary basis. Systematic review of the impact of public disclosure of health performance data – Sax Institute, 2011

A project undertaken to provide an evidence-based summary of the effects of public disclosure of performance information on hospital effectiveness, efficiency and patient outcomes. A framework was developed to analyse the characteristics and results of individual studies of public disclosure systems. The results from the studies were synthesized into the final report. National Aboriginal and Torres Strait Islander Health Performance Framework – Department of Health and Ageing, 2006, 2008 and 2010

Health Policy Analysis was engaged by the Office of Aboriginal and Torres Strait Islander Health at the Department of Health and Ageing to draft the first report against the National Aboriginal and Torres Strait Islander Health Performance Framework in 2006. Health Policy Analysis was later re-engaged to complete the 2008 and 2010 reports. Read More

Performance Framework for South Australia Local Health Networks – South Australia Department of Health, 2011

Health Policy Analysis undertook a consultancy assignment leading to the development of a performance framework (including indicators and targets) for the 2011-12 Health Service Agreements between the Department and the five Local Health Networks. Recommendations were also made for governance arrangements to monitor, review and manage the performance of Local Health Networks, including a policy for escalating the degree of monitoring and review by the Department for inadequate performance. Chartbook: Dimensions of Quality and Safety in Health Care in NSW 2007 – NSW Clinical Excellence Commission

The NSW Clinical Excellence Commission engaged Heath Policy Analysis to draft material for a publication summarising key safety and quality indicators for the NSW Health system. Chartbook was an annual publication from 2007-2010 after which it was re-launched as the eChartbook Portal which is available online here, including the earlier versions to which HPA contributed.

Framework for performance reporting under the Australian Health Care Agreements – Department of Health and Ageing, 2007

Health Policy Analysis was engaged to provide advice and recommendations on the development and implementation of a comprehensive performance framework for acute hospital services for performance reporting in future Australian Health Care Agreements (AHCAs). The review and consultation processes led to the development of a framework and criteria for assessing and selecting potential indicators. Read More

State of Our Public Hospitals – Department of Health and Ageing, 2004, 2005 and 2007

Health Policy Analysis was engaged by the Department of Health and Ageing initially in 2004 and again in 2005 and 2007 to undertake analysis of national and other data sources, develop measures for reporting in the State of Our Public Hospitals reports, and provide policy analysis of those indicators.
