Project objectives

HPA was engaged to review data submitted for the Aged Care Quality Indicators (QIs) and advise on approaches to statistical analysis of the QIs. The aims of the project were to:

  • Establish and implement a data cleansing/validation methodology for the indicators.
  • Evaluate the statistical validity of the indicators.
  • Develop a national report template, which will include comparison of peer groups.
  • Provide advice on communicating the results of data analyses in an engaging way for an audience that includes both service providers and the public.

Our approach

The project considered the issues involved in using the indicators for quality improvement and for reporting sector trends. HPA used a statistical process control approach to provide a means of distinguishing expected variation in data, analysing each unit separately. HPA provided preliminary analysis of the data, including presenting data using alternative approaches.

Outcome

Analysis was provided for three indicators: pressure injuries, use of physical restraints and weight loss. HPA provided recommendations on how the QIs could be used and the most appropriate statistical methods for analysing and presenting the data.
