The Non-admitted care costing study (NACCS) was established to obtain detailed activity and cost data to develop a new classification for non-admitted care in Australia.

Our approach

HPA designed and delivered:

  • Study infrastructure, including study documentation, training manuals, training videos, and data request specifications.
  • Data collection tools, including a bespoke and fully customisable data collection application for desktop, iOS and Android platforms.
  • Face-to-face and online training in the use of the data collection applications
  • A site selection and sampling strategy, which analysed non-admitted activity to determine sufficient sample sizes to power the study.

Twenty-nine sites from five states were recruited for the study, with more than 500 clinics. Eight started data collection before the study was suspended due to the COVID-19 pandemic.

Outcome

The project was suspended due to the COVID-19 pandemic. However, the early collection found that it is feasible for clinicians to collect patient-level activity data in non-admitted settings using a mobile and/ or desktop apps, once privacy, security and confidentiality concerns were overcome and the apps were tailored to suit each clinic and their workflows. The early collection also provided data that can be analysed to further refine the data collection approaches, particularly the presenting condition and interventions shortlists for non-admitted care that were piloted in the study.
